President’s Report/Welcome/Review Agenda
by Chad Bishop - Chad welcomed all present and noted that all with the neighborhood is going smoothly. We will take a look at what we are undertaking

HOA maintains capital reserve CD so we are flush at all times
Last year, there has been nothing out of the ordinary; $800 income from closing payments due to home sales; landscaping has included a tree removal and treatment of trees due to a worm issue; business expenses include the purchase of new checks and printer ink; pavilion internet is no longer available and was paid through to the end of last year. There is currently an outstanding balance of $4,310 in memberships. There are currently 14 homes that remain outstanding and 5 homes with more than one year.
We are currently in good shape for the new year.
Architectural Review Committee Update

Any alterations to homes or additions need to be reviewed by the architectural review committee. Please email Karen McLaughlin with your plans,
Homeowner plans will be reviewed by the committee and once found in line with by laws will be approved.
The committee has a 21 day time table for approval - the committee has been falling within 2 weeks for notification
all requests in the past year have been approved
A neighbor asked if there was a list of approved additions and alterations. There is a booklet that will be emailed by Karen to the neighbor with questions.

Old Business Update
Sign posts painted, no update
Sign “Slow down. Kids at Play” just before the playground (approx. $30.00) - board agreed to this purchase, volunteer to purchase and reimburse? - - Shanice will purchase and will be reimbursed
Tree in front of neighborhood to be replaced - the one that is dead. A tree that was taken out a few years ago in a vehicle accident will not be replaced
New Business
Front of neighborhood trees - pricing will be requested to have the trees trimmed as you enter and exit the neighborhood for safety
Election of the new Board of Directors - no quorum is present at this evening’s meeting. Included in all agenda packets is the opportunity to vote. Write ins are encouraged and committee participation is also available. There are 2 current members on the architectural committee. All committees are welcoming help. Once quorum is achieved, the board will send out results on all mediums.
There is currently the ability to pay dues online. There is a $6 fee for each purchase.
Open Session for Homeowners Present
Question about the timeline for the sidewalk in front of neighborhood - the sidewalk will be included in the widening of the road. Expected completion date is 2026
Question about the frequency of playground maintenance - There will be a request placed to the organization who built the structure and to see if it is still under warranty. The new equipment is wiggly at the top.
A neighbor complimented the new sign in front of the neighborhood.
Question about how often the HOA reviews and puts out bids for landscaping neighborhoods. Landscaping contract is reviewed annually. Also, the easement behind Fawn Park northside houses is overgrown. The easement is not part of our landscaping contract and dominion does not want us on their easement. Board will review the maintenance of the overgrown easement.
A neighbor mentioned that Thursday night a loud vehicle noise was heard on the Fawn Park Lane. Suggestion of speed bumps. Streets are maintained by VDOT. Options include speed regulators and signage. HOA has called in the past to have a car with radar to deter speeders. Street lights as an option are too expensive.
Question about the number of vehicles using the street to park. Concerned homeowners should contact any board member.
Question was asked about a way to check if the pavilion is booked. Sarah Coleman remains in charge of pavilion rental. Possibly asking Sarah for a monthly report for rentals. There is no cost to neighbors, just a $25 refundable fee.
A neighbor mentioned flickering lights under the pavilion. Will call an electrician to check all lighting.
Question about unleashed dogs in the field. Unleashed dogs fall under Hanover County ordinance. All dogs must be leashed.
